Portable air conditioners aren’t, so their high scores, no matter how they might be tested, are rendered effectively meaningless when they’re measured against other models. “If there’s no regulatory industry guiding that, then it becomes a bit of the wild, Wild West,” says Terri Fenwick of Electrolux, which manufactures Frigidaire portable air conditioners. DOE now uses CEER as the measure by which a room air conditioner’s efficiency is rated. On the smallest models, which produce less than 8,000 Btu per hour, a room air conditioner must have a minimum CEER of 11.0. Larger models must have a minimum CEER of between 8.7 and 10.9, depending on the air conditioner’s output. In general, as the units get bigger, the minimum requirement gets smaller.
