Matt Barga of Ingersoll Rand, which is the parent company of manufacturer Trane, tells us that Trane can design a 14-SEER system, but if any component that’s part of that system were to drop the air conditioner’s EER below 12.2, Trane couldn’t sell that product in the southwest. Consequently, he says, Trane had to remove certain 14-SEER models that fell below the southwest EER standard and build compliant alternatives. The top end of the efficiency scale also is seeing activity. Central air conditioners that are made by Lennox and Nortek Global HVAC continue to be the most efficient models that are on the market, with scores of 26 SEER and 25.5 SEER, respectively. However, our research shows that more manufacturers use the inverter technology that once was exclusive to Nortek brands. Inverter technology involves a variable-speed compressor and an automatic adjustment of the fan speed to alter how much that an air conditioner cools a home based on room temperature. In 2013, it proposed the development of energy-efficiency standards for portable air conditioners. If DOE were to follow through, then it would be the first time that any regulation was imposed on the product category. At press time, DOE was collecting public comments on how to test the efficiency of portable air conditioners, with the goal of drafting a standard in 2015. Manufacturers with which we spoke tell us that a DOE standard would benefit consumers when it comes to measuring the efficiency of one portable air conditioner against another. Because of the lack of regulation, one manufacturer might measure the efficiency of its portable air conditioner to a testing standard that was developed by American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE), while another simply might use a company-developed testing method to generate a high score.

“In some cases, manufacturers are claiming cooling efficiencies that aren’t true to what it says on the box,” says Peter Roffe of Haier America, which manufactures portable and room air conditioners. We found portable air conditioners that advertise EER scores that are higher than those of room air conditioners that cover the same amount of space. However, room air conditioners are tested to a federal efficiency standard. Portable air conditioners aren’t, so their high scores, no matter how they might be tested, are rendered effectively meaningless when they’re measured against other models. “If there’s no regulatory industry guiding that, then it becomes a bit of the wild, Wild West,” says Terri Fenwick of Electrolux, which manufactures Frigidaire portable air conditioners. DOE tells us that it’s too early to speculate on what the regulations for portable air conditioners might cover, but even if a rule were to go into effect in 2015 or 2016, the typical window that manufacturers would have to bring their models into compliance is 5 years.

Until then, you probably should take any advertised claims of energy efficiency on a portable air conditioner with a grain of salt.On June 1, 2014, room air conditioners became subject to new standards, and DOE estimates that the models that are on the market now use up to 15 percent less energy than do the models that preceded them. Along with more-efficient room air conditioners comes new terminology—combined energy-efficiency ratio (CEER). CEER accounts for the energy that’s used while the air conditioner operates and the standby power that’s used when the unit is on but not running. DOE now uses CEER as the measure by which a room air conditioner’s efficiency is rated. On the smallest models, which produce less than 8,000 Btu per hour, a room air conditioner must have a minimum CEER of 11.0. Larger models must have a minimum CEER of between 8.7 and 10.9, depending on the air conditioner’s output. In general, as the units get bigger, the minimum requirement gets smaller.
